Browsing through the (rather strangely entitled) UIO page ``Microsoft Moments'' (MS-momenter),

http://www.usit.uio.no/prosjekter/nike-implementasjon/arkitektur/referater/ms-momenter.html

one learns that "MS kan stille med spesial-kompetanse for a for å validere/kvalitetssikre deler av vår prosess og beslutninger" (as an "andre bidrag fra MS"). I guess a more sober formulation is that the university has the possibility to pay money to get in some external competence. The word "premium" does not sound cheap to me, though. One might also wonder which of UiOs beslutniger and processes are planned to get handed over to an external, foreign company.

Anyway, I agree with what's said in this leserinnleg and the dream-list at the MS-momenter about "what else could we get on a shopping tour at MS" shows that indeed, the whole package is much much more that "Outlook is a cool thing to have on my desktop", despite the fact that it's sold as "we give the users what they want, and they like outlook".
